One of the leading Croatian newspapers is bewailing today the dearth of foreign investments. Interestingly, even those investments that manage to enter the country tend to fail. The analysis focuses on the plethora of laws and regulations regulating everything under the sun, including foreign investment. There are a few words about petulant environmental activists, as well. But there is hardly a word about corruption and organized crime in this context. In fact, all major investments in Croatia since independence have revolved around the snatching of key national resources for private gain. The main such resource is land in the hands of the state. Various impediments to foreign investment often had to do with theft that was either contested by competitors in corruption and organized crime or by the outraged public. This is where the environmentalist found their public support. In short, a careful analysis of why foreign investment is not welcome in Croatia is surely needed, but that would involve a much more serious analysis than newspapers can provide. They, too, are in private hands, and many of those hands have been deeply involved in all sorts of questionable ventures across the country.
