UNIVERSAL CONSCRIPTION (November 27, 2011)

The depression stalking the world offers a chance to rebuild it. And rebuilding is needed due to climate change. Alas, this will require universal conscription.

The building program required will be unprecedented. It will encompass a system of ditches, dykes, dams, and polders; roads, railroads, and bridges; sewer systems capable of sustaining unprecedented downpours; buildings and other structures capable of weathering most calamitous storms; strengthening of existing structures; new settlements removed from troubled areas with the appropriate infrastructure; as well as alternative energy systems. All this must be planned, designed, financed, and built at a clip, for climate change is likely to be swift and dramatic. Huge numbers of hands will be required, including those unskilled, and only the military can ensure that they are working in concert across vast areas. Thus universal conscription of both men and women. The conscripts will also provide internal security if and when required.

Capitalism as it has come to pass will not work under new circumstances. Banks and other financial institutions in existence today are not equipped to serve massive and sustained programs needed to deal with climate change. Government institutions will need to take over the financing of the building program. Civil government will also need to be buttressed by the military. Given the urgency of all the changes required, democracy will perforce be limited to broad social concerns. In addition to the administration, other institutions, such as education and health, as well as courts and penal institutions, will require wholesale change. Across the board, universal conscription will provide the most viable model for survival as climate change gathers pace.

Under the circumstances, the depression stalking the world is a godsend. It provides a powerful impetus for the extensive political, social, and economic change required. For climate change needs to be addressed with the aim of preserving as many lives as possible. This is a prerogative that cannot be forsaken to profit. As such, it is a security concern of highest possible importance. The building program will need to be reinforced by a manufacturing program that complements it with materials, equipment, and all the services needed for maintenance and periodic rebuilding. Again, many hands will be required, and no other institution except the military can ensure their adequate training, placement, and operation. However, universal conscription is a precondition for the success of the entire effort. As well as for the maintenance of internal security needed by the building program.
