Thus The New York Times today. “The national security adviser, Susan Rice, expressed skepticism that Russian troop movements on the border of Southern and Eastern Ukraine were merely training exercises,” explains the newspaper gingerly. The skepticism is well deserved, to be sure. Russian troop movements are surely meant either to grab another chunk of Ukrainian territory or to impress American national security advisers, such as Rice. One way or another, the tone of the title and byline is no less than ridiculous. I can well imagine Vladimir Putin laughing his head off after reading this astute assessment of his intentions. As for the future, training exercises along the border are sure to intensify. For what is an army without training?!
