OBAMA TO THE RESCUE: A LETTER TO THE ECONOMIST (November 10, 2008)
Bosnia is fragile, indeed, but the new report to that effect by Olli Rehn and Javier Solana to the European Union’s foreign ministers is unlikely to change much (“The Break-Up Danger,” November 8, 2008). The same foreign ministers have done little if anything in Kosovo, where the Union’s vaunted mission is six months late getting up and running. As you hint in your penultimate paragraph, much depends on the new American administration, which may eventually show some muscle in Bosnia. Without that muscle, Kosovo is in break-up danger, as well. So far, the Union has shown little understanding of the so-called Western Balkans, as though the fragile region is on Mars rather than within its borders. The real danger for Bosnia and Kosovo is that the American president-elect has too many other worries around the world, and a good number of them will surely strike him as even more pressing.
