Fabius also announced a meeting of heads of state in New York this September, which will coincide with the UN General Assembly. It is hoped that this august gathering will foment interest in the Paris climate talks, as well secure a viable global treaty. Returning to the heady slogan, rich countries will ultimately have to pay for the actions of poor ones to make the global effort equitable.
