CONTROL AND COMMUNICATION (December 21, 1976)

Under the “control” of economic laws community exists only in the sphere of exchange, in the market. Under the control of the central planning institutions community exists only at the top of social hierarchy. Control denies community—that is, it denies communication that underlies it. Only control by freely associated individuals implies and demands a mode of control that directly corresponds to a real community, which presupposes free communication between the individuals. All other forms of control are not separable from the control of communication or domination, from an un-free community.
